Here is a short list of Kingdoms / Cities that won't necessarily be mapped but are minor places that will exist in the lore and may possibly have small event chains related to them. You can use these for backstories, as well.
Baron
Baron is a less sophisticated Kingdom, that relies primarily on magic and very light steam-punk technology (mostly Airships). They are known for their powerful Air Force, the Baron Red Wings.
Mystic Mysidia
Mysidia is a small village hidden away in the darkest corner of the world, where White and Black mages live in harmony. It is extremely hard to find Mysidia, but it's said those that live there have the most supreme mystic knowledge of all those who live on Terra. Mysidia is full of gypsies, and those born there tend to wander the world on personal pilgrimages to find themselves.
Tycoon
Tycoon is a Kingdom deep in the mountains, with a beautiful river separating it from the main land mass. The Kingdom of Tycoon commonly tames and lives in harmony with Dragons, and they are known for their elite squadron of Dragoons.
Yevon
Yevon is a small island nation that follows a very distinct set of religious practices in hopes of preventing the birth of the apocalyptic monster, "Sin" - Yevonites are extremely particular about their practices, and in particular they dislike machina and similar technology.
Home
Home is a small, desert island home to the remaining survivors of the Al Bhed race. It is full of wonders of machination, and is said to rival even the complexity of Midgar's technological prowess.
Treno
Treno is a city to the far south of the same continent as Insomnia. Treno is heavily surrounded by mountains, but is supposedly a large tourist attraction. Treno houses the Golden Saucer, an extremely impressive tourist attraction which is full of various forms of entertainment. Due to the Golden Saucer, Treno gets many visitors - and as a result is the most diverse of all nations on Terra, potentially housing civilians and visitors from everywhere else possible.
Costa Del Sol
Costa Del Sol is a beautiful, and tropical island chain that houses a somewhat primitive and magic based society. The natives of Costa Del Sol are quite superstitious - however they gain many visitors. It is also said that the sport "Blitz Ball" originates from Costa Del Sol!
Wutai
A small Kingdom far to the north-east. Wutai houses a very oriental and traditionalistic culture. Despite this they have a fair degree of machination. They do not let this machination overshadow their culture, however, and seem to have a fair sense of balancing magitek's power with the importance of the natural order.
Nibelheim
A small Mountain town at the base of Mount Nibel. One of the first ever Mako Reactors was built at the top of the mountain, as an experiment by the Shinra Company.
